Abstract

Abstract: This study examines the implementation of the Electronic Traffic Law Enforcement (ETLE) Program in improving traffic order at the Sidoarjo City Police. Using qualitative methodology and George C. Edwards III's theory, the research analyzes communication, resources, disposition, and administrative structure in ETLE implementation. The results indicate that communication at the Sidoarjo Police Department is still in the process of improving effectiveness, with room for performance enhancement. The clarity of messages is consistently maintained, preventing confusion among information recipients, and message transmission occurs smoothly and timely, ensuring all parties receive the necessary information accurately and effectively. Resource-wise, the objectives have not been fully realized due to frequent internet network disruptions, causing operational issues. The disposition aspect runs well, with traffic officers showing strong willingness and motivation to operate the electronic ticketing system as an effort to enhance traffic law enforcement discipline and transparency. The bureaucratic structure in the ETLE implementation at the Sidoarjo Police Department functions properly, evidenced by clear and standardized SOP application.
