Implementation of Utilizing Road-Owned Space (Rumija) for the Establishment and Operation of Fiber Optic in Sidoarjo Regency

AbstrAbstract: This study aims to describe the implementation of the policy on utilizing road-owned space (Rumija) for the establishment and operation of fiber optic networks in Sidoarjo Regency. The research employed a descriptive qualitative approach, conducted at the Regional Financial and Asset Management Agency (BPKAD) of Sidoarjo Regency. Data were collected through interviews, observation, and documentation. Data analysis techniques consisted of data collection, data reduction, data presentation, and conclusion drawing. The results show that in terms of communication, the policy was socialized to network providers through several meetings. Regarding resources, there were limitations in the number of personnel and budget allocation. In terms of disposition, implementing officers demonstrated commitment and integrity, while at the policymaker level, greater commitment was still needed. Concerning bureaucratic structure, tasks were distributed among government agencies, although a specific standard operating procedure (SOP) for Rumija utilization had not yet been established.
